Abuses in the children’s aid center in dusseldorf eulerstrasse

Sound and video recordings of grievances in the children’s aid center on Eulerstrasse prompted the administration to inform the youth welfare committee and the press about the allegations on very short notice on Monday. The films were leaked anonymously to the ZDF, which informed the city on February 10th. City director Burkhard Hintzsche and youth welfare director Johannes Horn have drawn first conclusions since the allegations became known and have announced further measures.

The cell phone videos describe poor hygienic conditions in the showers. A girl is said to have been tied up by employees and a young person was woken up in the morning with beatings. Problems are also described with security staff. It has to be clarified whether they have established confidential contact with the unaccompanied minor refugee children (UMF) due to their language skills.

Johannes Horn: "All allegations are fully resolved. A large part of the allegations could be refuted. Irrespective of this, it goes without saying that there are clear rules for fixing in the event of external or personal risk according to the RADAR de-escalation method. This is also described in our children’s rights catalog and service instructions. Everything else, like drunkenness on duty, is intolerable. It is about the well-being of children and young people!"

In total, youth welfare director Horn sees 80 percent the allegations as baseless and exaggerated. However, there remain 20 percent and there seems to be something to it, because the city has already taken personal consequences. They separated from two honorary staff members with immediate effect, three specialists are free until the situation is clarified and Klaus Kaselofsky, deputy head of the youth welfare office, will take over the management of the agency on an interim basis.

With external help, the processes and rules in the children’s help center in Eulerstrasse and the other facilities are now to be checked. The UMF pull from this week into the now finished house on Ludwig-Beck-Strasse. Since the language barrier was recognized as a problem in the care of the refugees, ombudsmen should now be available as contacts. As events in the Eulerstrasse accommodation were not properly followed and information from the security forces was not followed up, communication should now also be improved. This includes a jour fix between educators and security staff and a constantly changing team composition to increase mutual control.
