Background to the child benefit cut: gabriel complains about – worker line

If children of EU foreigners do not live in Germany, according to Gabriel "child benefit is also paid at the level of the home country".

The Economics Minister proposes to cut child benefits for certain EU citizens. Gabriel now explains that his aim is to combat some form of human trafficking. It describes how the criminal system works.

Federal Minister of Economics Sigmar Gabriel has specified his demand for a cut in child benefit for EU foreigners. There are cities in Germany where landlords offer scrap properties for EU foreigners, who in turn would pay for them with child benefit, the SPD politician explained. This swamp must be dried out. Gabriel received a lot of applause from the CDU and CSU for his basic demand for a cut in child benefit.

His advance is against tugs, "organize immigration into social systems". Gabriel rejected criticism from the SPD youth organization Jusos. "In the end, it is not the children in Romania and Bulgaria who get the money, but those who form such smugglers’ organizations and live in such unworthy conditions and let them work illegally. It’s about that, you have to drain the swamp."

Gabriel further emphasized that it was about that, "that we have cities in Germany where people buy junk properties, rent these junk properties to EU citizens, mainly from Romania and Bulgaria, and take advantage of their dire economic situation". Some of these people have children whom they do not bring with them, but for whom they nevertheless receive child benefit at a German level.

"Mafia business" with day laborers

"This form is financed by human traffickers, who essentially bring EU citizens from these countries here so that they can collect child benefit", said the SPD chief.

Gabriel complained that this business practice led to completely different outgrowths. So there is one in some cities "working stroke", Where especially Men stand who offer themselves as day laborers. "This is a mafia-like business", said Gabriel.

The finance ministry led by CDU politician Wolfgang Schäuble welcomed Gabriel’s advance. "We are pleased that we are now able to find the support of the Federal Minister of Economics for a new regulation of child benefit", Ministry spokeswoman Friederike von Tiesenhausen said. Last year to that theme yes, no agreement can yet be reached in the department.

Union comes with encouragement and demands

"The question of European law assessment will then probably also have changed", stated by Tiesenhausen. The Ministry of Economy is responsible for this. Schäuble showed sympathy for indexing child benefit early on. "If we now get the green light here under European law, then such a proposal can be put forward", said the spokeswoman.

EPP Group leader and CSU Vice Manfred Weber said it led "now something to smile at a CSU politician", when Gabriel takes up this topic. The CSU has long been demanding this. "It is nice to see that Sigmar Gabriel is now picking up on this, but maybe a little late."

CDU general secretary Peter Tauber said that the Union had long since made the demand that the payment of child benefit should also be linked to the stay in Germany. If Gabriel now appeals to the courage of Finance Minister Schäuble to implement it, "then it’s a bit like whistling in the forest", said Tauber.
From a legal point of view, implementation is not that easy, Tauber made it clear. The experts should talk to each other about this. If the SPD is not on the brakes, then he has nothing against it, said the CDU politician.

In November, according to the Federal Employment Agency (BA), which also includes the family fund, child benefit was paid for around 161,000 children of non-EU nationals living in another EU country. From January to November, payments totaled EUR 476 million. If you add the children of Germans living in other EU countries, there are around 185,000 children. However, the largest group of supported children of foreign parents living abroad in the EU is not the Romanians and Bulgarians mentioned by Gabriel. For them, the statistics show 15,310 children abroad (Romanians) and 5555 (Bulgarians). By far the largest group are Poland (almost 87,000).
