The Protestant churches in North Rhine-Westphalia also want to award victims of abuse individual payments in recognition of their suffering from the beginning of next year. Whether a separate study will be commissioned has yet to be decided.

A newly formed independent commission will decide on applications from victims, said the Evangelical Church of Westphalia's commissioner for dealing with violations of sexual self-determination, Church Councilor Daniela Fricke, in an online press conference on Thursday at the conclusion of the Westphalian state synod.

According to the information, the Westphalian church is starting the recognition procedure together with the Lippische Landeskirche and the Evangelical Church in the Rhineland as well as with the Diakonie Rhineland-Westphalia-Lippe. Payments to be based on pain and suffering tables.

So far only lump-sum payments

Until now, the Westphalian Church did not have individually different payments, but lump-sum benefits. Affected people who had already filed an application had been informed "that they can have their case looked at again," Fricke explained.

To deal with abuse cases, the Westphalian church is participating in a study by the Evangelical Church in Germany (EKD). At the end of the three-year study, the regional church will decide whether the results are meaningful or whether the Westphalian church will initiate further measures based on them, Fricke said. On Wednesday, the regional synod had established binding regulations for all church levels in a church law on protection against sexualized violence.
