Why is?
Who is behind it??

The Ministry of Labor, Health and Social Affairs (MAGS) and the Ministry of Children, Family, Refugees and Integration (MKFFI) jointly support the initiative. The initiative provides six funding modules that can be combined and used to increase the chances of young refugees for sustainable integration, so that they can make a living independently in the medium term.

F1. coaching

The aim of advising and supporting the participants in coaching is to enable and improve participation in the labor market.

F2. Part-time qualification and / or language support

In-service qualification and further training, as well as vocational language support through the employer, is intended to improve the professional and linguistic skills of the employee in relation to the job performed, thereby stabilizing and consolidating training and employment.

F3. Subsequent acquisition of the secondary school leaving certificate

The subsequent acquisition of the secondary school leaving certificate (class 9 / 10A) – with integrated language support and with courses to strengthen the competence "learning to learn" – aims to improve the entry into training and employment.

F4. School training and job preparation courses as well as youth integration courses

The school, training and job preparation courses, as well as youth integration courses, restore school or apprenticeship maturity or the ability to study. These include youth integration courses that are already offered but are not accessible to the target group, as well as courses that contain elements of German support and professional orientation and also impart knowledge of English and mathematics, for example.

As part of the innovation fund, creative project ideas and model individual projects are promoted which aim to bring refugees into training and work and to support companies in their training and employment.

The participation managers should determine the needs of the refugees, show them ways of qualification, training and employment, taking their life situation into account and increasing their motivation.

Why are the offers of the initiative primarily focused on the target group “tolerated and permitted persons”?

As this group of people has so far no access to standard benefits, for example under SGB II.

Who makes the application for the individual funding modules?

For the support modules F1 to F4 and the support module F6 (F1 coaching, F2 part-time qualification and / or language support, F3 subsequent acquisition of the secondary school leaving certificate, F4 school training and job preparation courses as well as youth integration courses, F6 participation management – together it works) and independent cities apply, they are the beneficiaries. Eligible to apply for funding module 5 (innovation fund) are small and medium-sized enterprises (SMEs), companies, business development agencies, providers of vocational training and further education institutions, business and employee associations as well as chambers, municipalities as well as local economic and civil society actors, associations – with the vote of the municipality and foundations.

Until when can funding be applied for?

Applications for funding modules 1-4 should be submitted no later than January 31, 2020 (order deadline) and no later than March 31, 2020 (cut-off period). Priority will be given to applications submitted by January 31, 2020.

Applications for funding module 5 can be submitted on the following deadlines with a project concept: February 15, 2020, March 31, 2020. The Ministry of Labor, Health and Social Affairs of the State of North Rhine-Westphalia (MAGS) draws up a technical opinion from the Society for Innovative Employment Promotion mbH (G.I.B.) and the National Coordination Center for Municipal Integration Centers (LAKI) for the project concept. Further technical statements can be obtained if necessary. A decision on the general eligibility and the selection of the submitted projects is made on the basis of the existing opinions on the project concept by an independent expert committee, the "Innovation Fund Steering Committee", which issues a friendly funding recommendation for the project after consultation and consultation at a meeting or by circular resolution. Applicants with a recommendation for funding will then be asked by the tax group’s office to apply. The granting authority is responsible for the final funding decision.

Does the participation have an impact on the residence status of the refugees?

No, participation has no direct impact on residence status. The time spent in Germany should be used as sensibly as possible. The usability of what has been learned here in the country of origin should be considered. (Perspectively, the integration pact shows that refugees are tolerated / permitted if subsistence can be ensured for 1 year.)

From 01.01.2020, the law on foreign nationals makes it more difficult to tolerate training / employment. There is a recommendation for dealing with it for the municipalities?

Above all, those who do not have access to SGB II should benefit from the offers of the initiative. The local communities are responsible for the definition of participants / target group. It should always first be checked whether a reference to balancing power is possible. The measures of go-around are consequently to be subordinated. The following people are excluded from the funding: Threateners / criminals, people living in shared accommodation, people with a ban on work.

Is the combination of measures or cross-district measures possible?

Funding is fundamentally possible (for example with other EU projects or other circles), and double funding must be avoided. Cross-district cooperation is possible.

How is budgeting regulated for a municipality??

A budget for a municipality is provided for the entire term, the budget is calculated according to the FlüAG key (Refugee Admission Act). There is the possibility to readjust around half of the period.

Is it possible to mix the target groups in individual measures? (E.g. refugees and non-refugees in language courses)

Yes, the priority in the assessment is that the participants have so far not had access to such measures. Double funding must be avoided.

How is personal data handled??

The transfer of data always requires the consent of the refugee.

Can childcare for participants in the measure be promoted??

Yes, childcare can be funded in accordance with the directive.

Travel expenses can be reimbursed?

Yes. The assessment basis for the promotion of journeys is the flat rate of 30 euros per month per participant. Eligible expenses are expenses for trips by participants. For participants who only attend a measure according to funding component 1 Coaching or who are subject to social security contributions, no flat rate for travel is granted, unless they have no option to obtain a reduced ticket from the employer. If the participants end the measure prematurely, the lump sum for trips is granted until the end of the current month. If the measure begins or ends in the current month, the flat rate for trips for the entire month is granted.

Is it possible to directly apply for the budget for funding modules 1 to 4 in full??

Yes, that makes sense in terms of planning security.
