Insurance for classic cars – without an appraisal

According to §23 stvzo, a classic car certificate is a prerequisite for the registration of vehicles with an H or 07 license plate. in addition, many insurance companies require a value appraisal if a classic car is to be insured in a special classic car tariff. What is a youngtimer?

Youngtimers are vehicles that have not yet reached the official age limit for classic cars. The term exists practically only in the German language area, in English this term does not exist. Youngtimers are collectors’ vehicles that are no longer frequently found or were only produced in small numbers. They are often very well maintained and the owners are waiting for them to reach the age limit. There is no set age limit for the designation, many vehicles are between 15 and 25 years old.

In contrast to classic cars, the supply of spare parts is often not a problem and use is possible without restrictions. Depending on the brand and model, repair costs can quickly exceed the value of the vehicle, even for minor damage.

How classic cars are defined?

the legal definition for oldtimer can be found in the road traffic licensing regulations. Classic cars are vehicles that at least 30 years old are and a have sentimental value. If a vehicle meets these requirements, it can be classified and registered as a classic car and receive a classic car license plate. The owner benefits from a flat tax and special classic car insurance.

Not every car over 30 years old is automatically a classic car. Vehicles with heavy signs of use or extensive structural changes do not receive classic car status, they simply remain old vehicles. classic cars must be in good condition and may only be structurally altered in a contemporary manner. If, for example, you want to install a sports steering wheel, this is only possible if it was already available as an official accessory at the time of initial registration. Restorations should be carried out with original parts. Even a patina is acceptable depending on the age of the vehicle.

The term "oldtimer" is only used in the German-speaking world to refer to vehicles that are more than 30 years old. In the English-speaking world, the term "classic car" is often used, which roughly corresponds to the German "klassiker". However, there is no restriction to a certain age, even younger vehicles can be classics.

In germany there are currently more than 560.000 vehicles that meet the classic car requirements and are registered in some form with the registration authorities. Owning and driving vintage cars is one of the hobbies that are becoming more and more popular in germany. Depending on the brand, model and age of the vehicle, high costs for spare parts and maintenance can arise. For some vehicles, new parts are no longer available.

Rare oldtimers often attract attention in road traffic and you drive a vehicle that not everyone drives. For many models, there are also clubs and associations that organize trips and help with the procurement of spare parts, for example.

What value is insured?

Which vehicles can be registered as a classic car with an H license plate??

The so-called "H-plate" is one of several types of registration for vehicles that are to participate in road traffic. Historical license plates you can recognize this by the addition "H" on the license plate. The so-called H-plate can be given to any vehicle that was first put into circulation at least 30 years ago. The first registration of the vehicle is decisive, not the actual year of construction. The vehicle must also be used for the "preservation of the motor vehicle cultural heritage". The vehicle needs a oldtimer certificate in accordance with § 23 of the road traffic licensing regulations. this must have been prepared by an expert of the TuV, dekra or another approved testing organization.

The vehicle must be inspected for a positive inspection largely in original condition and be in good condition. Modifications to the vehicle are permitted if they are contemporary and were carried out with parts available at the time. If the oldtimer still has a valid operating license, a main inspection according to § 29 stvzo is sufficient to obtain the license plate, without an operating license you need an individual inspection according to S 21 stvzo. The costs for the registration correspond to the costs for a normal license plate.

The registration with H-plates is in principle a "normal" registration, which is tax-privileged. The H-license plate is largely equivalent to the normal license plate. You can use the vehicle without restrictions. Depending on the type of vehicle, commercial use is also possible. With H-plates you can drive into any environmental zone, a sticker is not necessary. For passenger cars, they pay regardless of vehicle and engine capacity 192 € tax per year, for motorcycles 46 € per year. The tax is calculated proportionally if you use the H license plate as a seasonal license plate. Cars with H-plates must every two years the car has to be inspected by the TuV become.

What is the difference between oldtimers and youngtimers??

Youngtimer are vehicles that at least 15, but not older than 30 years are. The young classics are too old to be considered as ordinary utility vehicles, but at the same time too young to be classified as classic cars. On the other hand, motor vehicles such as cars, motorcycles or motor homes are called oldtimers if they have been part of the road traffic for at least 30 years. For their owners, classic cars usually fulfill much more than a mere transport purpose, and due to their age and nostalgia alone, they have an ideal significance that is often higher than the actual vehicle value. Strict rules apply to the classification of classic cars. foreign spare parts from the same period of the original parts can be installed, but no modern parts that do not correspond to the zeitgeist.

What is an appraisal?

The value appraisal serves as proof of value when selling the vehicle or for classic car insurance for the calculation of compensation in case of damage. It should be kept up to date. An annual renewal is usually not necessary, but it should be updated every three to five years. Shorter intervals make sense if the value of the vehicle increases due to restorations or if the model is in high demand, so that the market values increase quickly. As a rule, a certificate contains not only a value, but also a condition rating. The value shown is clearly defined and, depending on the appraisal, can be either

  • A market value,
  • A replacement value or
  • A restoration value

What are condition grades?

The condition notes of oldtimers are based on the german school grading system, there is no six:

  • grade 1 – the vehicle is in immaculate condition, there are no defects in technology, optics and originality.
  • Note 2 – good condition, slight signs of use, no defects, no corrosion, professionally restored or in original condition.
  • Note 3 – used condition, the vehicle has normal signs of use, minor defects and light corrosion, but is fully roadworthy and not rusted through.
  • Note 4 – used condition, the vehicle is only conditionally roadworthy, work is necessary, light to medium rusting through.
  • Note 5 – vehicle is in need of restoration and is not roadworthy or poorly restored, parts are missing and there is major rusting through.

In addition, there is an assessment of the history in 3 levels:

  • Original – the vehicle is in original condition, unrestored and as delivered from the factory
  • Authentic – worn parts were replaced professionally, the restoration was done with original parts
  • Not authentic – the vehicle no longer corresponds to the factory delivery, components have been changed or exchanged for other parts.

Is seasonal approval also possible for classic cars?

You can also purchase vintage car insurance with seasonal license plates. The seasonal registration is now also possible for H license plates since october 2017 possible. The period must be at least two months and may be maximum eleven months include. the valid period is indicated on the seasonal license plate.

Even with a seasonal license plate, the motor vehicle must be driven every 2 years at the TuV will be presented. How are classic cars classified?

There is an international classification for classic cars, which is used in most countries:

  • A-class ancestor, first registration from the beginning until 31.12.1904
  • B-class veteran, first registration from 01.01.1905 until 31.12.1918, in germany also called kaiserzeit, in england called edwardians
  • C-class vintage, first registration from 01.01.1919 until 31.12.1930
  • D-class post-vintage, first registration from 01.01.1931 until 31.12.1945
  • E-class post-war, first registration from 01.01.1946 until 31.12.1960
  • F-class vehicles with first registration from 01.01.1961 until 31.12.1970
  • G-class vehicles with first registration from 01.01.1971 until the age limit is reached

When does a red 07 license plate make sense??

The 07 license plate is a change license plate. It can for any number of vintage cars in a collection are used. Vehicles with 07 license plate may not be moved in everyday life. The use is only permitted with test drives, test drives, transfers and with participation in classic car events possible. Trips for repair and maintenance purposes are also allowed. The value of the vehicle is also determined by means of a written appraisal.

The development of value is difficult to predict and each vehicle incurs costs for taxes, insurance, maintenance and, if necessary, parking space. In addition, wear parts must be replaced. Oldtimers from the 70s and older are often very expensive to buy, while the value remains relatively constant. In contrast limousines from the years 1980 to 1989 surprisingly cheap, if it does not have to be certain models of porsche, BMW or mercedes benz. Some models constantly increase in value.

Youngtimers are often cheap to buy, especially for beginners. If you want to achieve an increase in value, you should choose vehicle models that have only been produced in small numbers. Small production series can increase in value more strongly, but there is no guarantee for this. Pay attention to changes to the original vehicle, retrofitted audio systems can prevent the car from being classified as a classic car at a later date.

Which vehicles can be registered as a classic car with a red 07 license plate??

A red 07 license plate can be given to all vehicles that are at least the requirements for an H-license plate fulfill. Unlike the H license plate, however, the registration authority requires the following no valid operating license. Also have regular main inspections at the TuV are not mandatory, but recommended.
