Brexit: what are the consequences of importing a vehicle from the united kingdom?

Brexit et import de vehicules anglais en Europe

Brexit will bring a number of changes to trade and tax relations between the united kingdom and member states of the european union, in particular with regard to the importation and registration of vehicles. What are the new procedures?

Import

The main impact of the brexit is the reintroduction of tax borders between the european union and the united kingdom.

So if you have found your dream car in england, you will now have to pay duty on it, just as you would if you were importing from japan or the u.s.

In france, the customs duties currently due when the vehicle or motorcycle you purchase crosses the border are 10 % plus 20 % vat., depending on your personal situation. The customs clearance certificate 846A will be issued to you after the successful completion of the importation process.

In belgium, when a vehicle is declared to belgian customs, import duties are 10% plus 21% vat. Due. The E705 sticker must be requested in order to complete the importation process.

In luxembourg, unless you specifically request it, you must declare the vehicle to the main customs office of the EU. In this case, you will pay the customs duties and the VAT levied in the country where the customs clearance is carried out. You then present the import document received at customs to obtain the 705 plate.

Upon specific request, you can have the vehicle transferred to the Grand Duchy under the T1 external transit procedure. In this case, the import duties of 10% plus 17% vat are due. To be paid at customs to the grand duchy, which will issue you the 705 sticker, which will allow you to have the technical inspection and the subsequent homologation carried out.

Technical inspection

the brexit means that the ministry of transport/MOT test, which is the english equivalent of our technical inspection, is not valid for the registration of a vehicle imported from the united kingdom. As of the end of the transitional period, the 31st day of the month, the. December 2020, you must now be able to provide evidence of a technical inspection by an approved body in the country of re-registration.

As the united kingdom is no longer part of the european union, it does not benefit from the mutual recognition of technical inspection certificates.

The european certificate of conformity/coc

If you import a private or used vehicle registered in the eu from the uk that was manufactured before brexit, its coc remains valid and registration of the vehicle in european union countries is still possible.

the european certificate of conformity is a declaration by the manufacturer, depending on the type of vehicle (car, motorcycle or commercial vehicle), that the vehicle complies with the requirements of the EC. EU member states cannot refuse to register a vehicle if it is accompanied by a valid certificate of conformity that demonstrates the vehicle’s compliance with EU law.

So if your english vehicle has a valid european certificate of conformity, the national registration authorities cannot require any additional technical documentation from you, unless the vehicle has been manufactured specifically for the english market and is not designed for legal traffic.

If this is the case, the authorities can request a national approval procedure for driving on the right side.

Important information: the coc indicates the technical characteristics of the vehicle as it was manufactured and approved. It cannot be modified and is valid for the entire life of the vehicle.

An example of a CE-approved coc for the jaguar brand, approved for right-hand and left-hand traffic, using the imperial and metric systems:

Single Vehicle Approval (RTI)

The national approval procedure or RTI is carried out by the authority responsible for approvals in the european country where the vehicle is to be registered. This is DREAL in france, BEVASYS in belgium, SNCA in luxembourg and ASA in switzerland.

In france for example, the RTI can be required of you if the coc of your english vehicle is under point 0.6 contains a restriction for driving on the right side, even if the vehicle has successfully passed a technical inspection in france.

The following examples will help you better understand this restriction:

Alt="coc- vehicule-mitsubishi-anglais-irlandais" width="300" height="94" />an excerpt from a european coc for an ec-approved mitsubishi brand vehicle manufactured specifically for operation in england and ireland states: "the vehicle can be permanently registered in member states with left-hand traffic and with metric/imperial units on the speedometer without further ec type approvals."

An excerpt from a coc for a jeep brand vehicle originally manufactured for the united kingdom market:

"the vehicle may be permanently registered in member states with left-hand traffic and with imperial units on the speedometer without further ec type-approval"."

If this applies to your vehicle and you are requested to do so by ANTS, you must complete the RTI file for the DREAL in your region, which will carry out the necessary inspections of the low beam, fog lights, rear view mirrors and speedometer, if applicable for these under point 0.6 a restriction is mentioned.

This inspection, which lasts about one hour, enables the EC suitability of these various elements to be confirmed and their conformity with the road traffic regulations and road safety to be verified. It costs €86.90.
