Itzehoe the 25.2.

For the time being, no reduction in the circular contribution for 2019

The early 11th item on the agenda this evening included about the decision of the financial year 2019. Numerous viewers were interested in this point, because it was about the circular allocation.
As already reported, the contribution for municipalities was reduced by 4 points in 2018.
For Hohenaspe alone, this means a repayment of around € 88,000.
The 2019 financial year also promises a good end and the municipalities hope for a reduction this year as well.
There was a lot of discussion. SPD, the Greens, Citizens List, Left, WISt and the AfD MPs strictly refused to reduce such in advance, because the district will be financed large amounts (e.g. new district house and daycare costs), if there were surpluses like 2018, some of the groups mentioned would be ready to start a new discussion at the end of the year.
The CDU’s proposal with the FDP to reduce the district levy was rejected when the vote was 27 against 22 yes.
Dr. Reinhold Wenzlaff CDU was unable to implement his faction’s proposal by reducing the levy from 35 to 32.5 percent.

The proposed resolution was:
"The Finance Committee and the Main Committee recommends the district council to
Appreciation of the municipal hearing procedure carried out the draft of the
Budget and budget statutes, increasing the district levy for the year
To be decided in 2019 from 31 percentage points of the assessment basis to 35 percentage points."

Which was then approved by a narrow majority in the meeting.

I met former Hohenasper in the bakery.
The committed retired couple had moved to Itzehoe some time ago, so I asked how they were doing.
The info was:
They appreciate the advantages of living in the city, but they would not have known in advance that water and electricity prices are so high there.

2nd children’s clothing market in the citizen hall of Hohenaspe arrived again

A good 60 sellers participated in this number children’s clothing market.
Above all, it was time-consuming to set up in the citizens’ hall again, as the sizes and types of clothing were sorted.
Thanks to many hard-working helpers, the work could be mastered in a nice community.
Susanne Güldner is certain that it would not have been possible without help.

Bannick and Becker again supported the company with clothes racks.
The organization team would like to thank you once again for this.

In the meantime, a provisional 4th cash register had to be opened to cope with the rush.
A total of around 3400 items with a value of just under € 7,000 changed hands.
15 percent of the commodity price remained with the organizers this year, who are making plans with this non-profit project.

Dispute over the ban on cattle exports

Veterinarians in the Steinburg district do not issue certificates for a cattle transport to Morocco.
The cattle breeding cooperative Schleswig-Holstein is now taking legal action against the export ban.

Elections, promotions, honors and thanks for your commitment

I think my photos about the course of the evening are self-explanatory: everyone looks happily into the camera and the annual general meeting was just as harmonious.

At the district administration I asked about the local export figures.
I wanted to know how many permits have been issued in the Steinburg district in recent years for the countries concerned such as Turkey, the Middle East, the Maghreb and in the Asian successor states of the former Soviet Union.

The answer of the district administration with the veterinary office was:
"In 2017, 495 cattle were exported from the Steinburg district and 527 cattle with preliminary certificates in 2018.

Grazing animals instead of wolf areas

The grazing animal owners drew attention to the fact that the effects of an unrestricted settlement with wolves in a densely populated grazing animal and cultural landscape with only a small proportion of hoofed game in the region and without retreats poses dangers for the pack in deep forests or lonely wasteland with sufficient natural food.
The animal owners want to know how is their environment changing? What will your businesses still be worth in 5 years? Who will protect the dikes? Because many sheep farmers will give up in the next few years.
Pasture pet owners feel misunderstood, they worry about the animals and their future.
More and more people are buying their products from farmers they trust.
Animal owners wonder how do wolves and grazing, animal welfare and animal welfare, fences and biotope networking, plastic waste prevention and plastic fence strands go together?

The demo organizers’ press release states:

Prospect of € 1 million for 2019. Equity benefits are paid according to the household situation. Schleswig-Holstein has 330,000 hectares of grassland, a large part of which will have to be protected in the next few years.
The large-scale fencing of all sheep pastures with exactly set up fences according to the guidelines of the LLUR (it is measured with a ruler) is not possible in practice. Wind, storm, snow, frozen ground, deep puddles affect the stability of the fences and the conductivity of the material. Sheep disturbed after attacks make it difficult to handle them and our dogs. Not to forget the emotional strain after an assault and the worry about what will come in the next few years, because the population of wolves is growing rapidly under full protection status.
Additional workers are required to fence our summer pastures. This is hardly economically feasible for a sheep farm, because the net income is around 2000-3000 € per month and that is 365 working days. Animals need daily control and supervision. High-quality greed fence construction requires many hours of work in the creation. The bottom strand must always be kept free of vegetation so that the requirements of the directive are met. The job is exhausting, the brush cutter is difficult. It is handmade in poor posture. We will not become external workers for this on the Find job market. Our winter pastures mean four months of free feed from other forage farms, which we cannot do without. It is an integral part of our economy. These areas are not fenced and must be fenced by us using a mobile fence system. In the winter months, daylight is a limiting factor for fence construction and animal control. Stalling is not an alternative for sheep. It is still technically unsolved: How should we go along the numerous
Fencing bends / earth walls in the country that offer the wolf a good jump height? How high should the fence be there? 2.00 m? Can we do that? The fencing in the moat landscape is also complex. Fences have to be dismantled regularly since trenches have to be mowed or dredged in order to maintain their function. The high wave profile of the old marsh further complicates the exact fence construction.
Not only in our areas, but also at the sea dikes, there are no practical and affordable solutions for fencing (ebb and flow, hiking and biking trails, ban on herding dogs) in a press release. The sheep that graze there are not particularly worth protecting?
After twenty years of wolf experience in the predominantly eastern federal states, we know from our colleagues that herd protection measures in the form of fences set off an upgrade spiral. If there were nets with a height of 0.90 cm, Saxony has now come to a recommendation of 1.45 m high nets as wolf-repellent protection. Mind you, repellent, not wolfproof, because that would only be a high enclosure with a concrete substructure.
